There were still way too many mobs spawning causing extreme lag, Animals+ creatures were the culprits, and the root cause is a very poor design of categorizing mobs (thanks Mojang for that) that is fundamentally broken. In this revision we correct this behavior by ignoring the Vanilla code and using our own means of mob categorization (just for the mobs that Population Arbiter manages though).
